Introduction

The Fire Safety Act (FSA) regulates the transportation of petroleum and flammable materials. The petroleum and flammable materials transportation licence is to ensure that the transportation is carried out in a safe manner and that proper fire safety measures / procedures are undertaken by the licensee to ensure safety environment. In general, the FSA requires the transportation vehicle used to be certified, the transportation emergency response plan been approved and the drivers of road vehicles transporting any class of petroleum and flammable materials to hold a valid Hazardous Material Transportation Driver Permit (HTDP) to drive the vehicle.

Any person who wishes to transport petroleum or flammable materials must obtain a licence for each vehicle that is used for such transportation. The transportation of petroleum and flammable materials is to be carried out within approved hours and along approved routes.

Licensable Products

Chemicals regulated under the Fire Safety (P&FM) Regulations 2020 are divided into three groups petroleum, flammable materials and mixtures that contain petroleum and / or flammable materials.

  • Petroleum

    Petroleum refers to hydrocarbons with carbon and hydrogen in its molecular structure.  This includes crude petroleum, liquefied petroleum gas and other naturally occurring hydrocarbons derived from crude petroleum, coal, shale, peat or other bituminous substances.

    Petroleum products are further divided into the following classes:

    1. Class O petroleum means liquefied petroleum gas;

    2. Class I petroleum: means any petroleum having a flashpoint of less than 23° C (74° F) but does not include Class O petroleum;

    3. Class II petroleum: means any petroleum having a flashpoint between 23°C and 60°C (both inclusive);

    4. Class III petroleum: means any petroleum having a flashpoint above 60°C but not above 93°C.

Class 0, I & II petroleum are regulated by SCDF. For Class III petroleum, diesel is the only licensable product.

  • Flammable Materials

    Flammable materials are non-petroleum based.  It comes in solid, liquid or gaseous forms.  The regulated flammable materials are based on the gazetted list in the Fire Safety (P&FM) Regulation 2020.   • Mixtures

    Any mixture that contain component of petroleum and / or flammable materials and has a flash point[1] [CY3] of 60ºC and below is regulated by SCDF.

    In summary, petroleum products are regulated according to its flash point (criteria-based schedule) while the licensable flammable materials are from a list-based schedule.

Exemption for Transport Licence

The transportation of petroleum and flammable materials in the following quantities are exempted from licensing:

  • Petroleum
  1. Less than 130 kg (gross weight) in not more than 2 cylinders;
  2. Less than 20 litres of Class I petroleum; or
  3. Less than 200 litres of Class II and Class III petroleum.
  • Flammable Materials
  1. Less than 130 kg (gross weight) in not more than 2 cylinders of flammable gases;
  2. Less than 20 litres of flammable liquids; or
  3. Less than 10kg of flammable solids.

Requirements on Road Transportation of Hazardous Materials (HazMat)

Transportation Hours
  • Transportation of petroleum and flammable materials in packages or in bulk can only be carried out during 7.00 am - 7.00 pm
  • A dealer of LPG for household delivery may transport Class 0 petroleum in cylinders during 7.00 am - 9.00 pm
License Validity Period
  • Applicant may choose to apply for a licence validity period of either 1 or 2 years.
    (For local registered lorry (Package) transporting P&FM product less than 3 metric tonnes only.)

Documents to be Submitted

  • For Package Transportation (capacity of individual packaging is less than 250 litres water capacity)
  1. A certificate of Inspection in accordance to Regulation 5 of the Fire Safety (Petroleum/Flammable Materials) Regulations 2013;
  2. Roadworthiness certificate issued by JIC Inspection Services or Malaysian Puspakom[2] for vehicle;
  3. A copy of vehicle registration card; Supplier's letter of authorization [for transporting LPG only];
  4.  A copy of Hazardous Materials Transport Driver Permit (HTDP)
  5. A copy of the acknowledgement letter for the Transport Emergency Response Plan (TERP)
  6.  Astrata Certificate for Annual Inspection (for vehicle transporting for vehicle transporting total net quantity 3 metric tonnes(MT) or more)
  7. Consent letter from vehicle owner (if vehicle does not belong to applicant)
  • For Bulk Transportation (capacity of individual packaging is more than 250 litres water capacity; road tanker)
  1. A certificate of Inspection in accordance to Regulation 5 of the Fire Safety (Petroleum/Flammable Materials) Regulations 2013;
  2. Roadworthiness certificate issued by JIC Inspection Services or Malaysian Puspakom for both prime mover and trailer;
  3. A Copy of Manufacturer's report[3]  & Tanker drawing* endorsed by PE [ in original / certified true  copy ];
  4. A copy of vehicle registration card;
  5. A copy of Hazardous Materials Transport Driver Permit (HTDP)
  6. A copy of the acknowledgement letter for the Transport Emergency Response Plan (TERP)
  7. A copy of  vehicle photos (including licence plate)
  8. Astrata Certificate for Annual Inspection (for vehicle transporting for vehicle transporting total net quantity 3 metric tonnes(MT) or more / tube trailer)
  9. Hydrostatics test report(once every 5 years) [ in original / certified true  copy ];
  10. Radiographic test report (once every 10 years) [ in original / certified true  copy ];
  11. Test Report for ISO Tank or BLC  from third party's
  12. TQRA (if required)
  13. Consent letter from vehicle owner (if vehicle does not belong to applicant)

Penalty

Anyone engaged in petroleum storage, dispensing or transportation without license may face a maximum fine of $ 10,000 and / or imprisonment of six months.

Hazardous Materials Transport Driver Course

Under the current legislation of the Fire Safety Act (FSA) and the Environmental Pollution Control Act, drivers transporting hazardous materials are required to be competently trained in preventing and mitigating accidental releases. The Accredited Training Institutes (ATIs) offer the Hazardous Materials Transport Driver Course. Interested applicants may contact ATIs to find out more on the 1-day course offered by ATIs.

Hazardous Materials Transport Driver Re-Certification Test

The Hazardous Materials Transport Driver Re-Certification Test is implemented to assess whether the existing HTDP holders are able to retain their knowledge and skills learnt during the Hazardous Materials Transport Driver Course earlier on before they are certified to renew their Hazardous Materials Transport Driver Permit (HTDP). However, if the driver fails the test, he will be required to take the 1-day Hazardous Materials Transport Driver Course to renew his permit.

Hazardous Materials Transport Driver Permit (HTDP) Scheme

The Hazardous Materials Transport Driver Permit Scheme is introduced for drivers who wish to transport hazardous materials on Singapore roads. Drivers must carry a valid permit whenever he/she is driving a vehicle transporting hazardous materials. The permit is valid for 2 years and drivers are required to attend the Hazardous Materials Transport Driver Course or Hazardous Materials Transport Driver Re-Certification Test to renew the permit. As no reminder letters will be sent, all drivers are to renew their permits on time, i.e. one month's period upon the issue of their certificates before their existing permits expire.

Driver's Identity Verification System

The Hazardous Materials Transport Driver Permit (HTDP) comes in the form of a smart card. Each permit will contain individual biometrics (i.e. fingerprints) and relevant information of the drivers. This will be used in conjunction with the Driver's Identity Verification system to verify the identity of the driver at checkpoints or any roadside inspections conducted by the relevant authorities.

The applicant must have taken and passed both the EPPP and the Georgia Jurisprudence examination and the Board has determined that the applicant is eligible to sit for the required oral examination. The Temporary License will be in effect for a maximum of 12 months.
