Basically had this optional update this morning & It just seems to stick at 100% downloading and doesn't offer me install and restart.

First time I've ever had a problem with updating a windows update so I'm a little unclear on what to do so if anyone can help id appreciate it :D

Microsoft has released the optional KB4601382 Preview cumulative update for Windows 10 2004 and Windows 10 20H2.

This cumulative update is the February 2021 monthly "C" update that allows users and admins to preview the upcoming fixes scheduled for release in the upcoming March 2021 Patch Tuesday.

This preview update only contains bug fixes, performance improvements, and new features and does not include any security updates.

The Windows 10 KB4601382 preview update

You can install the update by going into Settings, clicking on Windows Update, and then selecting 'Check for Updates.' As this is an optional update, you will then be required to click on the download and install button.

Microsoft is combining the latest servicing stack update [SSU] into the cumulative update starting with this release. If you attempt to install the preview update and receive an "0x800f0823 – CBS_E_NEW_SERVICING_STACK_REQUIRED" error, you should first install the most recent standalone SSU [KB4598481] and try again.

What's new in Windows 10 KB4601382

After installing this update, Windows 10 2004 will be updated to build 19041.844, and Windows 10 20H2 will be updated to build 19042.844.

The Windows 10 KB4601382 cumulative update preview includes 41 improvements or fixes. Below are the highlighted fixes and improvements with this update:

  • Updates an issue that displays unexpected screens during the Windows Out of Box Experience [OOBE]. 

  • Updates an issue in Advanced display settings that shows the incorrect refresh rates available for high dynamic range [HDR] displays. 

  • Updates an issue that might cause video playback to flicker when rendering on certain low-latency capable monitors. 

  • Updates an issue that sometimes prevents the input of strings into the Input Method Editor [IME]. 

  • Updates an issue that might sometimes prevent some keyboard keys from working, such as the home, Ctrl, or left arrow keys. This issue occurs when you set the Japanese IME input mode to Kana. 

  • Updates an issue that displays the wrong language when you sign in to a console after you change the system locale. 

  • Updates an issue with screen rendering after opening games with certain hardware configurations. 

  • Displays the proper Envelope media type as a selectable output paper type for Universal Print queues. 

  • Updates support for hole punch and stapling locations for print jobs with long edge first paper feed direction on certain printers. 

When cumulative updates are released, Microsoft also shares what are the known issues or conflicts that may occur after it is installed. Below are the known issues in KB4601382.

System and user certificates might be lost when updating a device from Windows 10, version 1809 or later to a later version of Windows 10. Devices will only be impacted if they have already installed any Latest cumulative update [LCU] released September 16, 2020 or later and then proceed to update to a later version of Windows 10 from media or an installation source which does not have an LCU released October 13, 2020 or later integrated. This primarily happens when managed devices are updated using outdated bundles or media through an update management tool such as Windows Server Update Services [WSUS] or Microsoft Endpoint Configuration Manager. This might also happen when using outdated physical media or ISO images that do not have the latest updates integrated.

Note Devices using Windows Update for Business or that connect directly to Windows Update are not impacted. Any device connecting to Windows Update should always receive the latest versions of the feature update, including the latest LCU, without any extra steps.

If you have already encountered this issue on your device, you can mitigate it within the uninstall window by going back to your previous version of Windows using the instructions here. The uninstall window might be 10 or 30 days depending on the configuration of your environment and the version you’re updating to. You will then need to update to the later version of Windows 10 after the issue is resolved in your environment. 

Note Within the uninstall window, you can increase the number of days you have to go back to your previous version of Windows 10 by using the DISM command /Set-OSUninstallWindow. You must make this change before the default uninstall window has lapsed. For more information, see DISM operating system uninstall command-line options.

When using the Microsoft Japanese Input Method Editor [IME] to enter Kanji characters in an app that automatically allows the input of Furigana characters, you might not get the correct Furigana characters. You might need to enter the Furigana characters manually.

Note The affected apps are using the ImmGetCompositionString[] function.

Windows 10 KB4601382, which is part of the February 2021 patch cycle, is now rolling out to PCs on version 20H2 and 2004. For those who want to apply the update manually, direct download links for Windows 10 KB4601382 offline installers are also available.

Windows 10 KB4601382 is an optional update and it can be installed by manually clicking on the ‘Download and install’ button in the Settings app. Unlike the last security update which was released in the second week of February, this one comes with a long list of bug fixes for critical issues reported over the past few months.

You should be able to find the patch by navigating to Settings > Update & Security > Windows Update > View optional updates. In the Settings app, you’ll see the following patch highlighted under the “Optional quality update available” section:

To download and install Windows 10 Build 19042.844 [version 20H2/2004], simply follow these steps:

  • Open Settings > Update & Security > Check for updates.
  • Click on View optional updates.
  • Select the patch you want to apply and unselect drivers
  • Click on ‘Download and install’.
  • Click on ‘Restart now’.

In some rare cases, the above steps may not work if there’s a problem with the Windows Update Service and installation will fail. For those affected, you have to go to the Microsoft Update Catalog from the links given below, enter the KB number of the update in the search box.

Once done, download the standalone distribution package in the correct format and double-click on the .msu file to run it. You can also try the offline installer if you’ve multiple devices and you don’t want to download the patch for each machine.

In the release notes, Microsoft confirmed that the optional preview also comes with improvements for servicing stack, which was simplified earlier this month.

This will improve the component that is designed to install Windows Update and it will also ensure that your device has a reliable servicing stack so that it can receive emergency patches quickly.

For those still using Internet Explorer, Microsoft says it has fixed an issue where the memory leak is experienced.

Microsoft has also fixed an issue that prevents desktop apps [Win32] from opening on all user accounts. Another bug has been fixed where unexpected screens are displayed during the setup of Windows Out of Box Experience [OOBE].

Windows 10 Build 19042.844 will fix an issue with the Settings app where incorrect refresh rate numbers are displayed for HDR-enabled monitors.

Likewise, this optional update has also resolved an issue that might prevent certain apps from opening when they rely on OpenGL. For low-latency monitors, Microsoft is addressing video playback and Desktop Windows Manager [DWM] issues.

Remember that this is another optional cumulative update and you can always skip it to get these fixes in the next Patch Tuesday, which is currently scheduled for March 9, 2021.
