windows boots to a bluescreen with a cursor

Hello, I hope that somebody can help me. Yesterday I had this "diagnosting pc problem" and it never fixed it,so I tried to install a fresh windows 10 copy from hp and hopefully fix the problem, throughout hours of wating it finally restarted but it booted me up with a bluescreen with a cursor, then I i tried to turn it off and back on, but it still booted me up with the same thing. No error message, no error code. Just the bluescreen

I would like to take a moment and thank you for using this forum, it is a great place to find answers.
As I understand the windows boots to a blue screen with a cursor,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Did you install the Windows 10 fresh copy using an HP Recovery Media or was it a retail copy of windows?
If you've been attempting to use the HP Recovery partition [F11] and it didn't go through, you may want to reset it again as it could have been a corrupted installation, if the issue persists, make use of the recovery media instead.
Click here for steps on resetting via the HP Recovery partition.
If the issue persists: Click here for instructions on obtaining the recovery media and use the same to resolve the issue,
Also, I must let you know that HP doesn't recommend or support using retail copy of windows [in case you've used it].

Hi,
Since the re-installation failed, you might want to check the Hard Drive of the computer. To do a hardwarediagnostics follow the following steps:
1.The computer should be in switched off state
2. Now, power on the computer and start tapping the "esc" key on the keyboard repeatedly until the startupmenu opens
3. In the startup menu select the "F2" option to open the system diagnostic screen
4. Using the mouse or the keyboard select your preferred language from the available list
5. Once the language is selected you will see the main menu where there will be two different categories of test "system test" & "component test"
6. Select "Component test" from the category and then "Hard Drive" from the available list.
7. Once "Hard Drive" test is selected there will two options "Quick test" & "Component test". First select "Quick test" then click "run once", if the Hard Drive is faulty the test will generate a 16 digit alphanumeric code. In case the "Quick test" pass, do an "Extensive test".
